Become a CIBSE Air Conditioning Inspector

The Energy Performance of Buildings (Certificates and Inspections) (England and Wales) Regulations 2007 require inspection of all air conditioning systems with rated outputs over 12 kW at intervals not greater than 5 years. Do you have at least two years’ full time experience of designing, installing or maintaining air conditioning systems within the last five years?

If so the first step is to complete our online Expression of Interest (EOI) form for candidate applicants for the CIBSE accreditation process.

This should provide assurance that you are competent to be accredited as an air conditioning inspector. Once we have carried out the initial screening we will contact you to advise what training, if any, you require to fully meet the provisions of the National Occupational Standard.

To view the National Occupational Standard (NOS) click here (you must fully meet all the competencies in the NOS to be accredited as an energy assessor – for some elements top-up training is permitted, these are marked appropriately)

If you pass the initial screening you will have to complete the following steps to achieve accreditation:

  1. Complete the full Approval of Prior Experiential Learning (APEL) - you may use the information in your pre-APEL form to complete some sections of the full APEL form. A sponsor will need to sign this form to attest to your experience. This sponsor also needs to see the originals of any supporting certificates (Educational or vocational training certificates, professional membership certificates etc) and to sign the copies you submit.
  2. Provide evidence of any professional memberships you may have.
  3. Download and complete the Code of Conduct here (CCMP006).
  4. Complete your Continuing Professional Development record - see CPD page (you need to provide two years’ worth of CPD records).
  5. Provide a copy of your company’s Professional Indemnity Insurance if necessary (some local authorities are self insured; if this is your situation you need to register the fact on your APEL form).
  6. Submit all the above documentation to This e-mail address is being protected from spambots. You need JavaScript enabled to view it This e-mail address is being protected from spambots, you need JavaScript enabled to view it

If you are a full member of CIBSE or a similarly accredited professional body, you will be exempted from completing some aspects of the APEL form. Download this table to see if your professional body is recognised.

Training for Air Conditioning Inspections

The training will explain how to undertake air conditioing inspections in complex buildings. This is based on CIBSE's publication TM44: Inspection of Air Conditioning Systems (which provides the methodology for carrying out air conditioning inspections) and the Occupational Standard. The training also covers the templates upon which air conditioning reports should be based and on the methods of providing copies of reports to your accrediting body.

Air Conditioning Report Templates

The templates below are for use by CIBSE Air Conditioning Inspectors (CACIs) who are fully or provisionally accredited.  When using the template as a provisional assessor, “draft” should be noted on the front of the report.

The templates are in Excel (xls) format and have been developed in conjunction with Hilson Moran Partnership Ltd. All AC Reports are to be sent to CIBSE Certification as soon as the report has been completed.
