Become a CIBSE Low Carbon Energy Assessor to produce Display Energy Certificates (DECs)
Do you have at least two years’ full time experience within the last five years in a closely related field, for example, facilities management, building services operation or maintenance, or energy management?
If so the first step is to complete our online Expression of Interest (EOI) form for candidate applicants for the CIBSE accreditation process.
Once we have carried out the initial screening we will contact you to advise what training, if any, you require to fully meet the provisions of the National Occupational Standard (NOS). You must fully meet all the competencies in the NOS to be accredited as an energy assessor.

If you pass the initial screening you will have to complete the following steps to achieve accreditation:
- Complete the full online APEL form (details will be given to you on completion of the pre-APEL process). You may use the information in your pre-APEL form to complete some sections of the full APEL form. A sponsor will need to attest to your experience. This sponsor also needs to see the originals of any supporting certificates (Degree certificates, professional membership certificates etc) and to sign the copies you submit.
- Provide evidence of any professional memberships you may have.
- Provide an examination certificate to demonstrate your understanding of the legislative requirements and of Low Carbon aspects. This examination is provided by CIBSE Professional Learning click here to book the training and examination or just the examination if preferred. This examination includes the provision of two test DECs.
- Download and complete the Code of Conduct here (CCMP006).
- Complete your Continuing Professional Development record - see CPD page (you need to provide two years’ worth of CPD records).
- Provide a copy of your company’s Professional Indemnity Insurance if necessary (Some local authorities are self insured, if this is your situation you need to register the fact on your APEL form)
- Provide one further test certificate which will be assessed before you can be accredited. Your sponsor will need to confirm and sign that this certificate is your own work.

If you are a full member of CIBSE or a similarly accredited ECUK professional body, you will be exempted from completing some aspects of the APEL form. Check this table to see if your professional body is recognised.
